1. Following are my views on administrative scale and points (c) and (d) of my savingram No.980 of 30th December, 1947.

(i) Administrative Scale basic salary.

The series of £90 increments (equivalent to $120 per mensem) which appear in the proposed scale between 1180 and $1780 are without precedent in the Colonial Service and I consider a scale such as the following preferable:-

Up to $1000 as proposed by Commission, thereafter $1180 x 60 - 1420 x 80 $1900.

i.e.

As will be seen this scale provides an increment equivalent to £135 p.a. after the $1000 point after the ninth year when an officer's family responsibilities and expenses normally begin to in- crease considerably. A big increment at this stage follows the existing Hong Kong scale and is in line with other Colonial scales. It then provides regular increments of £45 p.a. up to $1420 and of £60 p.a. thereafter. It is one year longer than the existing scale and the proposed scale, but one year shorter than the Malayan scale. It preserves the maximum proposed by the Commission.
